For 6 years I Dan Boyle went to all Brady Lake Village (BLV) council meetings to learn the BLV clerk gang (officials) are full of shit and themselves. Marlon is the guy who escorted me out of Brady Lake Village Hall because I was asking questions which they did not want to answer and should have.
The questions I was asking concerned our village and all of us and should have been public information!
Why is that what is going on in the village is such a secret from the residents?
Sure makes one wonder.
Look out Franklin Township residents they are thinking of spreading their mis and malfeasance to you!

I attended the BLV council meeting this evening and was not surprised to see only two people in the audience, one being myself.
It is no wonder the village officials do as they please. Normally NO ONE questions anything so they are free to do as they please, not necessarily for the benefit of the residents.
They obviously do not like my presence because I ask questions and express opinions other than theirs.
Tonight, not much was discussed. There will be a meeting Wednesday to discuss the rental of the old village hall "among other things" which would probably have been discussed tonight except for my presence. It was mentioned that it would be a closed meeting by council, however Lynn Frederick reminded them it would be a public meeting as per the Sunshine Law-they said they meant that the audience could not comment. Yeah, right!
Kevin Mc Elroy was sworn in as the new President of Council, and Ken Bescoe as Vice as per the vote taken this evening among council members. Ruth Carlson and Dean Correll were also sworn in as Council People.
Dean Correll praised the road crew for the "good job on the streets during the current bad wheather".
No police, zoning, clerk, or fire reports this evening, as a matter of fact, no fire chief present.
I still cannot believe that Marlon Webster is still an active police person in BLV and that he is allowed to carry a weapon.
He did a great job of guarding me this evening. Frankly though, although he does not intimidate me, I am leery of him, he appears to be a touch unstable and menacing (strictly my opinion).
There is an ordinance no.2014-2-which I am going to find out more about-it has something to do with expenditures and some sort of emergency, it was not discussed at length this evening.
That's pretty much it for now.
How long is it going to be before BLV goes belly up ?
While us BLV residents wait for the end to come will the BLV clerk gang have enough nerve to ask the BLV tax payers for more tax money ?
How can you have an un paid aux officer in charge of a police department. when you look at the job description, is he really qualified to do what is need to be done. I think he should apply like everyone else does and the BLV residents should know his qualifications.

This is just another example of how things are done in BLV and at the BLVPD.
Maybe having a mayor like Hal Lehman has something to do with the cluster-f-ck at BLV hall and the BLVPD ?
You can now see why the BLVPD has at least 2 law suits against them in the works.
Try going to a BLV council meeting and getting a straight answer about this without being told to shut up or escorted out of the meeting.
Let's hope the law suits once and for all shut down the dysfunctional shit at BLV hall !
Don't forget the new BLPD chief is the same officer who wrecked a BLPD car delivering paper work to the sheriff.
A quick run down of tonight's (January 20, 2014) BLV Council Meeting:
Renting the old police department building was discussed, it will be posted soon-they are hoping to receive some revenue for the village from the rental however, some updates are needed.
Of course the minutes of the previous meeting and treasurer's report were accepted without the benefits of being read or questions.
When it came to bills to pay-Ruth Carlson questioned the bills and the clerk said you have them and just approve them, you can look at them later. My question would be-isn't that a little backwards? Don't you read things before you approve them? Not in Brady Lake Village.
The Interim Chief and Webster were present and Webster was lurking, and I mean lurking.
It is my conclusion that things which should be discussed at open council meetings are obviously being discussed out side of those meetings because a few subjects which were vaguely mentioned with no detail and seemed important to myself and of great concern to the residents. The gang seemed to know exactly what the mayor was talking about but there is no way anyone else would understand or have a clue of what he was saying.
One has to ask "Why all the secrecy, special meetings, and conniving?"
What don't they want the public to know?
The meeting started after 7:00 and ended at 7:21.
Is the Officer that does the facebook the same officer that got fired for illegally using OHLEG in his last position.
It's my understanding this cop got fired from the Holden Arboretum because of his big mouth and illegal use of that cop computer system.
I thought BLV was looking for a new chief, what ever happened to that.

I've looked into this OHLEG thing and I was told that misuse is a Felony.
So looking at your notes from the meeting, the same'ol stuff from the BLVPD. Their not even going to look at other applicants for the Chiefs job! What is wrong with them. I bet all the other 6 that applied has better qualifications than that yawho that's doing it now. The village needs to wake up.

You may want to look up the for now police chiefs record in Stark County courts when he worked in Uniontown. If this is the same person, he was convicted of dereliction of duty in 2008.
Were are the BLV Trustees during all this ? Aren't they the one's that's make the BLV policy? Do they even know about all this or are they kept in the dark.
According to what you provided, the for now police chief was playing police man in BLV while he was on serving his 2 years probation for the dereliction of duty. It also said he had to stay away from victim and family. Seems like there's more to this story.

This morning 2/17/14 I called the Uniontown PD-1-330-699-6444.
The officer in charge at the Uniontown PD was very nice and knew of John Marra's troubles.
He also knew of Brady Lake Village police department (BLVPD) cop John Delillo's problems.
Delillo and Marra are the 2 (BLVPD) cops who crashed the BLVPD cop car while delivering papers to the Sheriff.
I will be getting more info on the for now BLVPD chief John Marra and his ass hole pal John Delillo.
The Uniontown PD has my phone number and email address.

Looks as though they issued a warrant for him and he turned himself in. What did he actually do? It must have been pretty bad to issue a warrant. This is who is running a police department! These council members are allowing this. How could he be a leader when he broke the law himself. I hope he doesn't lead by example.

From my phone conversations with the Uniontown PD,John Marra's an ass hole.
The people at the Uniontown PD seemed very interested in seeing the blog sites about Marra and the BLV police department.

In the 6 years I was involved with the BLV officials it never happened,so I finally had enough and started telling how BLV actually operates and your now seeing it.

2/24/14 Council meeting which this BLV resident just happened to find out about. It was posted on the Village Hall door just today.
As usual, my take on the meeting:
They decided that they could have a meeting but vote on nothing because they needed five council members present and there were only four.
Of course, the minutes and treasurer's report of the 2-17-14 meeting were not read but accepted.
The mayor said that we got a grant for $7892.93 and the O K for stop signs and speed limit signs and hardware and we should have them to install shortly. "They are reflective" said the mayor.
We are getting 5 to 6 tons of cold patch but are asking Franklin Township for help with brushing when the weather is better.
The mayor also said "we don't have the creators that they have in Cleveland".
The mayor said that "two houses have sold on Park Avenue-now if we could get Warren to fix up the house next to Ethel". Yay, to me that means that R T Mansfield got over on the village again by not doing his job-someone else will.
Officer Jeff Lyle was present and actually posed for this Blog Cam Person-Wow is he full of himself.
Marra was not present, Webster was lurking at the end of the parking lot in the dark, Officer Tyler (not sure of his last name) was there, he sets a good example for the others, nice person, nice officer!
An ordinance is being created to have a lieutenant in the PD. Another stating that the chief doesn't have to reside in the village-Can anyone remember when a chief resided in the village?
Officer Lyle asked for an Executive Session regarding a personnel issue.
Attorney Can's contract is up and it appears that he's history-another one bit the dust!
The Fire Chief and Mansfield were not present.
The Correll's were not present due to Carol Hoover's illness. My prayers are with her and her family and I am sure that cards would be appreciated to let her know we are thinking of her and her family.

You can now see why the BLV clerk gang is so pissed off about the BLV blog sites and of course the blog cam.

BLV really did and/or does need to be Dissolved and BLV go back to Franklin Township for many reasons that the BLV clerk gang will never tell BLV tax paying residents.
John L Marra is so fucking stupid while on duty he had sex with a 16 year old girl at a Subway that is about a half mile from the Uniontown PD. The Subway is located at the main intersection in Uniontown. This then makes Marra BLV police chief material.
The Uniontown PD did good getting rid of John Marra and his under age girl problems.
Too bad BLV doesn't do record checks but that's how BLV gets so many reject cops.
A law suit seems to be the only thing this clerk bunch is going to understand.
First, the guy who recorded the video ruined his own case by putting his own narrative on it. That means he doctored the video and you cant see any of the things he claiming. Granted I believe the officer could have avoided this by giving him the pen and acting more professional, there was no need for him to act in that regards. But the guy is going to get torn up in court because of all the things that are not consistant. Plus, do you think he has enough money to pay for an attorney, this will probably be drawn out for years with a lot of cost, and the only one's that will be hurting because of this is us in the village. We are the one's that will be footing the bill for the defense from this frivolous thing. Those of you that are supporting this lawsuit are hurting your fellow villagers, and for what in the end. If we want things to get better, this is not the way.

This Webster-Ward incident is just another example of BLVPD reject cops working in BLV to keep their police commissions,like the for now BLV reject police chief John Marra.

Take a good long look at Webster and why he is here and where did his video go (oh, I forgot it came up missing like in another incident I know of, possibly more).
We are not looking at professional officers here, this is their training field and look at their leadership.
It is not the people who are filing the lawsuits, it is the people who are running the village and their ignorance and arrogance who are destroying it. Anyone who has not been snowballed can see this.

My concern is, and maybe I shouldn't be concerned because its not my lawsuit, but what if this cop is sued and found not guilty. Unlike the crash-em debacle, he was found guilty in court so all of it is true. This one is different, it hasn't been brought to court yet and all these things are on these blogs. This kinda forces someone to take out a lawsuit because if not the cops reputation and credibility is ruined before he is tried and can be considered defamation of character. I only say this because I had a relative in a similar situation, instead of a blog like this it was facebook. The person was found not guilty and my relative was sued and lost his house. It sucked because the shitbum did all this stuff and my relative got porked really bad. I hope this isn't the case here.

I also figure in life some people stand for what they know is right and some just can't and/or won't do it.
How can you defame someone who has already done that themselves?
When you become a public official/ public servant you are subject to the praise and/or ridicule.
And why are some officers sneaking in the backdoor, why do they not be truthful on their job applications? Or do they do job applications honestly? Does anyone check? Or, do they have some kind of history, some kind of in with the BLV Officials?

Brady Lake Village Council meeting, Monday, March 3, 2014
Again-Here is my take on the meeting:
As usual everything which was discussed seemed to be after the fact.
There were a few residents in attendance but I don't believe any one had a clue what they were talking about, not even me and I've been attending on a regular basis.
I asked if a Police Chief had been chosen yet and Mayor Lehman said that two had been interviewed and there were one or two more to be interviewed.
Interim Chief Marra was there and still as Interim as ever.
Officer Tyler Mc Clamroch, (very professional) was there and Marlon Webster was there but ducked out quick when the Blog Cam looked in his direction.
As usual, Zoning, Treasure's reports, bills to pay, and the Police reports were first, seconded, and accepted without reading publicly.
The Interim Chief did say something about a part which was needed or replaced or something in one of the police cars.
I asked for copies of reports since the public had no idea what was being approved (council members supposedly had copies), and since they were public record. I was given the treasures report, just a printout of incoming and outgoing journal for February.
The Zoning Report made no sense to me whatsoever.
If anyone wants to view these reports, just ask the clerk, they are public record, not private as they seem to like everyone to think.
New ordinance 2014-7 voted on and passed stating that Police Chief does not have to reside in BLV.
Second reading to add Leutenant classification to police department.
Corrells and Fire Chief were not present this evening.
It is my opinion that the public who attend meetings are treated like the enemy, as though they do not want us to know what is going on, very inconsiderate on their part.
Maybe one day they will realize that the village is the people, not just them.
How could they allow a guy like that keep his position and wear a badge. I can't believe he even showed up.

I was kind of shocked myself that Marra showed up at last nights meeting with uniform, badge, and all, especially because I know that they know about his record.
Also, at last Monday's (February 24) meeting, Marra was not at the meeting, when at the very end of the meeting, as a matter of fact the meeting had been adjourned and had to be reopened, Officer Jeff Lyle asked for an executive session, Marra was in that session, must have been hiding somewhere while I was there.
Weird, huh?
At least we know what the Village Officials think of the residents.
They could care less about us, just looking out for "their own'!
seeing him in uniform suggests that we are still paying him. I can't for the life of me understand how he could still be employed and show his face at an open meeting. I am encouraged to hear that they are interviewing others for chief, that would be a god send. Could it be that they are just keeping him on because they need someone until a new chief is hired? We shall see, but I can't see him having any public trust. Can't they see that there were "VICTIMS". He is ORDERED to stay away from the victim and victims family. To me that essentially means the victim and family didn't want to prosecute for anything else, probably because they didn't want to put the victim through things in court or there was a plea deal, who knows.
If Marra had one ounce of character, he, himself would walk away.
But, alas, he fits right in with the rest of the out-to-lunch bunch.

In Sis's minutes of the meeting she mentioned they were going to interview 1 or 2 more people for the chiefs job. Has anyone heard anymore on that, seems like it's taking a long time to decide. Has the for now chief been working?
The for now chief should take the SUBWAY, out of town. He's a disgrace.
I just called Village Hall and as per Mrs. Nemeth "they will be naming the new chief on Monday" and Marra is still interim/acting chief.
Maybe, just maybe, this time they will consider the welfare of the community.

At a local church club meeting BLV clerk Ethel Nemeth was telling other women where the new BLV police chief's wife worked so that would mean Ethel
knows who the new police chief is but won't tell some people,like the ones who call BLV hall.
Ethel Nemeth was trying to promote donations for the BLPD at that church club meeting.
This is how Ethel Nemeth has always been about BLV information,hence the name Honest Ethel.
As usual, the new police chief is none of our business-just as is most everything in the village.
They probably wouldn't tell us at all if we weren't pressing the issue, such as was done when Marra became Interim Chief.
They have run most who used to attend council meetings off and that is exactly how they like it.
Now since we are going to meetings and asking questions, it is so obvious that most business concerning the village is done outside of the council meetings where it should be discussed.
If you were to attend a meeting the new ordinances are signed, sealed, and delivered to council for a vote (because they have to do that in council meetings)!
All council members appear to know what is contained in most issues in advance, do not ask questions, and never ever oppose anything.
It's all a big farce.
And I dare anyone to ask for a real Treasure's Report, what you will be given is a copy of the current ledger.
It will not tell you how much money the village has, in what funds, what the debt is, and for what, what of the debt has been paid, or any other questions you may have regarding your money.
It is far past time for people to realize what is going on in "Their Village Hall". We are paying for it, and in this case, way overpaying!

He is another one that should not be here, he is costing the village respect and $ for an upcoming law suit (I am sure the village has already sought legal advise and if they haven't they should have because he made it necessary!).
He is just oozing of attitude and tell me that attitude is necessary at a BLV council meeting.
The only foreigner there was a 65 year old BLV resident who I guess they consider a threat because she wants to see things done correctly for the good of all, not just a few and she takes pictures for the Blog Cam and the public might see the real picture.

Minutes of March 17, 2014 BLV Council meeting as I witnessed the meeting:
Before the meeting started there was a gentleman seated at the head table. I asked Ethel if this was the new Solicitor and she refused to answer. The man spoke up and said he was Thomas Mullen and was indeed the new Solicitor for the village, he came over and introduced himself to Dan and I. He was quite congenial.
Kent Rec will be using our ball fields this summer because the new bridge is not yet completed.
There was a meeting last Wednesday, March 12, to approve the ordinance to have Wednesday meetings starting next month. We were not aware of this meeting since I attended one on Monday, March 3 and again tonight.
I wonder about the legality of the Wednesday meeting. It was also to discuss retaining the new Solicitor and other ordinances (?).
These ordinances are obviously discussed where the public has no idea what is involved and then voted on an passed (usually without question at Council Meetings (?). The public is kept in the dark about the content of these ordinances unless someone questions them and they do not like that.
I asked if there were going to be renovations on Village Hall and the Mayor said "Yes", I asked what in particular and he said " for the police department", I asked how much this would cost the taxpayer and the mayor said "we don't know and that would be discussed at another time". My feelings are that any money spent should be on the important issues of the village such as the streets!
And now the biggie--John Marra is our new permanent police chief and Jeff Lyle is sergeant. I don't know about the wages.
I had to ask the mayor to repeat that because I could not believe the blatant disrespect for every citizen in the community. I said "Even in spite of his record?" and I was basically told to be quiet.
I have to admit that this was very upsetting to me because it showed me how much the Mayor and other officials care for our well being. I believe that this is a great injustice to the people.
That's it for now, Happy St. Patrick's Day and things will get better because they couldn't get much worse!
I'm a little bit calmed down about the council meeting last nite. Imagine, Dan trying to calm me down.
It is like entering another world where nothing is real. You say to yourself this can't be happening, but it is.
You wonder how a group can collectively be so unaware or so uncaring about the people they are supposed to be serving.
It definitely is all about them and that is how they want to keep it.
Everything is all a big secret, secret meetings, sessions, talks when the public cannot be present.
Their meetings are one big farce, it is like being in a foreign county and no one speaks English.
They are the only ones who know what is being discussed and you don't dare ask questions.
I DID NOT hear one thing mentioned about fixing the streets last night or any other problem in the village.

Renovations to the Village Hall for the police department?
Brady Lake Village is supposedly broke-that's what they say when the people want the streets fixed, of the lake overflow fixed, etc. We are selling a senic park because we need money.

This is incredible, how do you have a guy with a criminal record and the past he has become POLICE CHIEF. Remember this wasn't just a one time thing that happened, he continued to do it even though he knew it was wrong. How can he instill discipline within the department when he had no discipline himself. What if one of the cops does the same thing, how can he give punishment. Do they realize how bad this makes them look in the eyes of public and all the other public safety agencies. How would they feel if they had a 16 year old and he did the same to her. You mean to tell me none of the other applicants were better than this guy. He has a criminal record that broke the publics trust. And, what about the new sergeant, he was a sergeant in Boston Heights and again, why isn't he there anymore and now in BL, big red flag to me. A police should be a role model, and he certainly isn't. I think there should be a public records request on who the other applicants were and maybe a recall election maybe in order. This is sickening.

Even if he get the records expunged, under ORC 2953,32 Sec 6, a law enforcement agency can look at sealed records as a matter of a background check for law enforcement positions. There is no way around this.
Kind'a looks like Chief Marra's sub is sunk.

In answer to your question-Yes, this man is still employed by Brady Lake Village-he was promoted from "Interim Chief" to "Chief" and sworn in on Monday, March 17, 2014.
He is still in uniform which is a smack in the face to any decent police person everywhere!
And the mayor has known about his past record for quite some time even though he told the news reporter he didn't know about it.

I was reading a tweet from Scott Taylor from Action 19 News who said he tried to call Marra on March 26 about his dereliction of duty, He was told to contact the village attorney. Am I to think that the village is now paying money to the new village attorney for representing a man who committed a crime before he went to Brady Lake, and now his criminal history came out and not only is he still employed, but the village is going to protect him with tax dollars.

The new BLV attorney Tom Mullen is a dirt bag and was picked for the BLV attorney because Mullen is old friends with the new BLV police sergeant Jeff Lyle.
You are starting to see why BLV is broke and has the kind of police department that is the laughing stock of the area.
Brady Lake Village Hall and Police Department are just one big nightmare!

Wednesday, April 9, 2014 minutes for BLV Council Meeting as I saw it:
All Village Officials were present including the Fire Chief.
Lots of small talk among themselves.
Mayor says they are working on fixing the problem with the lights at Fire Department (thanks to the Blog), also fixing door openers.
Trash barrels were emptied.
Jill and Dean Correll cleaned up some of the shoreline.
I asked that the Treasurer's report be read at a future meeting since they are always accepted with no reading and the people do have the right to know what our financial status is.
I read the main parts of John Marra's record for dereliction of duty, and having sex with a 16 year old and noted two years probation, fine, forced to resign form Uniontown PD, and no contact order for the 16 year old and her family and asked if all present (village officials) condoned that behavior and they did!
Something about the Insurance Company accepting him and some Federal approval in the Air Force.
Doesn't mean a thing to me, I am concerned about the young women in the area which they did not seem to be!
Reminded them that they are to be representing us, the residents, not themselves.
Scott Taylor was there from 19 Action News and was treated very rudely by most village officials, the Village Solicitor tried to ignore him, was very rude, and extremely unprofessional. Scott Taylor was told by Marra to contact the solicitor.
One audience member said that they were embarrassed to say they were from Brady Lake.

Looks like time for a recall election, this would be the only way to get these people out of there and turn things around. What does their insurance company have anything to do with it, from what I see the insurance company dropped the ball and what the hell would the Air Force have to do with it. From what I hear around, this department is not very respected in the public safety community. Looks like the chief has something huge on the BLV for them to go to these extremes to protect him.
All I can say is INCREDIBLE, the insurance company and the Air Force, ....really...you couldn't come up with anything better than that! I didn't realize the Air Force now runs BLV. This guy is a disgrace and shouldn't wear a uniform. The elections can't come soon enough.
I love how Marra and Delillo went to the same police academy together in 2001, Traynor's BAS 01-084. How could he have 17 years of law enforcement if he didn't go to the academy until 2001.
I think its time for the Feds to get involved with this.

Maybe this State Audit, which is due now, will step in and end it. I know last year the Audit ("a year late because the village was un-auditable")told them that they should seek alternatives, this is not working, but, of course, they ignored that, so did the majority of the people here.

OK, here goes my take on the April 23, 2014 BLV Council Meeting
Called to order, roll call (Solicitor, Jill Correll, and Fire Chief were absent), and Pledge of Allegiance, and disposal minutes from last meeting and disposal of bills to pay (neither were read).
I asked at the previous meeting that the Treasurer's Report be read so that the residents would know the financial status of the village-It was totally skipped-when I questioned that-the mayor said that it is always read at the first meeting of the month-I don't ever remember it being read! We'll try next time.
I asked if there was ever any discussion about assessing the home owners of the village for money to fix the streets (which has been mentioned in the community)-the mayor said he didn't know anything about it (a was a bit huffy) but maybe the others at the table did-I asked if anyone could answer-ALL WERE SILENT!
Later the mayor said that there had to be a Public Meeting regarding fixing the streets and they all voted to have a meeting on Wednesday, April 30 at 7:00PM-it has to be published in the newspaper. I am not sure what streets they were talking about, the repairs on Lakeview and Brady Lake Road or all the streets?
He also said that the Engineers would do a study of the roads and evaluate for grants-but remember, he didn't know anything!
Kevin MC Elroy questioned R T Mansfield about a zoning issue-R T did what he always does-gave a line of B S(he needs to be held accountable for his B S as should they all)-By the way R T asked to leave early.
Dean Correll suggested the furnace at village hall be checked because it was running a lot, Mrs. Nemeth said it was O K, "they tend to ignite a lot".
Sean Ahlegian sat in for Marra who was late and gave the Police Report-I could not understand a word.
It was announced that the solicitor would only be attending one meeting per month.
Marra came in late and requested an Executive Session to discuss personnel contracts-All left the room at 7:22. They came back at 7:54 and it was announce that they discussed potential contracts and no action was taken.
Meeting adjourned at 7:56.
How did Marra ever get away with not being charged with a felony? He's a sick puppy.
BLV Council Meeting, May 14, 2014
Again, this is how I viewed it:
Meeting started at 7:00 PM-regular opening, all of council, mayor, clerk, zoning inspector, solicitor present-Fire Chief came in five minutes before meeting ended, no one in Marra's chair, however there were nine police officers present-three new ones sworn in.
Minutes of last meeting and bills to pay approved by council, audience had no idea what bills.
The mayor asked the clerk if there was a Treasurer's Report she just said "NO".
At the last meeting when asked about the Treasurer's Report the mayor said that it is always read at the first meeting of the month (fallacious).
I asked about this (again) and was told if I wanted a copy the clerk would give it to me-I reminded them that I did ask about six weeks ago and was given a journal of the months checks (?).
I explained that as a taxpayer that I would like to know the amount of the village debt and how much money the village had available. I explained to the clerk that if she was not sure how to do a Treasurer's Report that she could go on line and find examples and instructions, she said she knew how to do one.
After a little bickering the clerk said that the village debt is $287,188.00 and as of today we have $25,000.00 in available funds.
I also asked that the village hall obtain an e mail address and I think that request is being denied for who knows what reason but I got argument over that suggestion, of course. I explained that it would be convenient for all and a way to request public records and was told that I could not use e mail for that reason-I know better but didn't argue.
I asked where all the volunteers (prior to election day in November) were and suggested that the mayor, since retired, could maybe mow the village properties and how that would save the troubled village some money. The mayor said that he does volunteer and does mow and has put in hundreds of hours volunteering with patching roads and mowing(I believe he was counting his many years in office combined) since he does get paid, I guess he didn't consider that. The ball field is practically in our front yard and I saw him mow ONCE and that was partial.
Dan read another alarming BLV police record (Michael Ohl)that should have been obtained and considered by the village (mayor)before hiring.
Hal said that the chief checks records and Dan said "It's not being done" and the mayor basically said that it was not his responsibility. No straight answers.
Dean Correll brought up the fact that BLV had no alarm/siren for the tornado warnings-the mayor said that the village had no money to fix it and Dean asked if it could be done manually and the mayor said yes and that Franklin Township garage may be installing one soon and he would talk with a trustee about that. Dean raised a good point with little concern from anyone else. Mr. Correll suggested that someone activate it manually if necessary. We'll just have to wait and see, or not!
Executive Session at 7:21 requested by Ethel Nemeth, back to meeting at 7:34-"Contractual dis01000cussion, nothing accomplished, just discussed" as per Ruth Carlson
And finally, Yes, Marra is still chief of BLVPD with little regard for all of us.
The May 28, 2014 Brady Lake Village council meeting as I see it:
Disposal of the minutes of the previous meeting-all accepted except Jill Correll corrected a name-clerk used wrong name on input from council person.
I do not believe that the minutes were accurate in the instances that Laurel Archer's questioned reading "a real" treasurers report and Dan Boyle's reading a record on yet another BLV Police Officer and the mayor shirking responsibility were included in the minutes among other things.
A copy of a "cash Journal" for April and May was supplied as the Treasurer's report and accepted by all of council. Still no amounts of village debt, assets, available funds, or collateral even mentioned.
Clerk said PD needed two new tires, O K'd by council.
Evidently there was a meeting last Wednesday regarding fixing roads-(unknown to most of course).
One council person said he asked some of his friends to go around the village and talk with people about the road issue(?).
Councilman Bescoe said that there should be a public meeting and the mayor said he would schedule one.
And yes they are leaning toward a bond issue, the mayor mentioned some kind of grant he is working on and said he may give it up because it had to be completed by mid June-like they haven't know of the road problem for many years.
Clerk said parolees were going to scrape building (probably the old village hall) and the village would use the $400.00 which was donated for some floor for paint instead, she didn't think anyone would mind.
Officer Dillilo was sworn in as Sergeant of BLPD.
Chief Marra said that BLPD had 104 calls last month, 60% were inside the village, 30% were for Franklin Township through the Sheriff Office, and 2% were from Ravenna Township, who knows about the other 8%, possibly Subway (?).
Seven BLV police officers were present.
Mayor said that he would get with Trustee Keith Benjamin (FT) about the tornado drill-we can only hope that it is done before snow flies again if at all!
That's about it.
Of course we have no idea what was discussed at the meeting before 7:00 nor after the meeting was adjourned.

I don't mean to sound negative but I can find nothing positive from the village officials.
This evenings Brady Lake Village council meeting as I viewed it:
Meeting was opened, roll call taken, all officials were present except the Fire Chief. The Solicitor was in attendance also.
There were seven spectators in the audience which was encouraging. Hopefully more and more people will step up and express their opinions (good, bad, or indifferent) because the people do have a voice and should be heard and given the respect and consideration we all deserve as taxpaying residents.

I guess we will never hear a real Treasurers Report.
Mayor said that a few trees were taken care of and there was a tree left which would be taken care of later.
Mayor said that Leonard Fertig asked about a fishing derby for kids and asked that for BLV police assistance. The derby will be in the future, maybe next year.
The gas bill for one (or all of the buildings on Merrill Road is extremely high. The heat exchange is not working properly and the hot water tank is bad. $300.00 approved for new water heater and mayor said the other could be taken care of by November.
The mayor asked about stripes in the road (?) clerk said we could not do it at this time because insurance payment is due.
Someone asked R T Mansfield if he had checked out a fire pit on Crystal and R T said he hadn't checked on it yet but was planning on doing it on the way home. (Typical R T response)
Mayor said a catch basin near his home was broken and needed fixed (so does the lake overflow but that doesn't affect the mayor!).
One resident asked about jet skies on the lake-no one had a for sure answer. He was told to get in touch with DNR and they could assist him.
I asked about Carson Park since the For Sale signs are not longer there-Dean Correll said that they are trying to decide whether to list it at this time. Thanks Dean since no one else would answer the question.
I asked how many police officers we now have in the village-Marra said 11 certified and five in field training.
I asked who was training them and he said the certified officers were.
As per Marra, officers are required to work 20 hours a month to keep their commission.
I asked how much the chief and two sergeants were being paid and how many required hours.
Marra is paid $15.00 per hour and required to work 15 hours per week. Dillilo and Lyle (both Sergeants now) are paid $10.00 an hour and required to work 10 hours per week.
Were any of us residents aware of this?
Asked if we paid for Ravenna Township and Rootstown Fire
Departments who actually put out the fire on Lakeview since BLV FD could not get there in time,
The mayor said NO we did not have to pay them since there is a mutual aid agreement.
I said that we should be very grateful for other fire departments to come to our aid in case of fire because of the poor service from out fire department.
Mayor said that was my opinion and I said it was many peoples opinion.
In defense of the firemen here in the village-I do not blame them-I blame the mayor and other village officials for their ignoring our them, their safety, and our safety for so many years.
As usual, Executive Session for contractual matters. They went into their little meeting room, came out, and said nothing was settled in their contractual matter.
Marra praised Tyler McClamorgh for his fast action on checking on the girls when he first saw the fire on Lakeview, good job Tyler.
Marra also thanked everyone who donated clothes, gift cards from Walmart, and necessary items to the girls who lived in house. Good job everyone, the girls were grateful.
Marra also said that we had three arrests for cocaine during a traffic stop.
Ruth Carlson asked about the Rescue boat which is not yet in the water and mayor said he would "get on them again!".

Just a little footnote to last nights meeting:
ABSOLUTELY NOTHING WAS ACCOMPLISHED, AS USUAL!
Who knows what was discussed in the back room-whatever it was, it wasn't meant for our ears. It may or may not have been appropriate, they seem to follow their own rules, not the Sunshine Laws.
Attending these meetings is very frustrating but at this point residents need to take an interest and let their opinions be known, what ever those opinions might be.
O K here goes the minutes of the June 25, 2014 BLV Council meeting as I saw it:
Roll call was done Jill Correll was excused, McElroy was on vacation, and Mansfield and The Fire Chief were missing.
Motions for disposal of journal of previous meeting and bills to pay were passed by all.
Audience: I asked if we would ever have a reading of the Treasurer's report and the answer was not exactly but as close as you can get to "NO" because we have a pending law suit. (That would be for ignoring/denying public record requests.
We asked about the status of the Fire Department and the mayor said that they are seeking alternatives but we still have a fire department with ten men and a chief (for now).
I asked about the Resolution 2014-11 to put a renewal on the November ballot, a levy for recreational purposes. They explained that it was the renewal of the levy for the ball field.
I asked Chief Marra where Sean Allegean was a detective in Portage County as he claimed to be in his promotional video (see the Blog Sites). He said he wasn't aware of this and asked us to supply him with the information so he could check into it. I explained that Sean used the BLV police car in his video which could reflect badly on the village (my opinion).
I also voiced my complaints about some residents of the village (us) being ignored and persecuted by the mayor, council, and how long time residents (us) were being bombarded by some "thugs" on the PD-noted not all, it should not reflect on the good ones but it does.
Adam Lakely (sp), a new police officer was sworn in.
Dan brought up the clerk and police chief going to NAPA and raising a fuss because they supplied public records to Dan which were requested from the village but ignored.
It was concerning car parts and repairs which is being paid with our tax dollars (public record). We question the ability and experience of the person (people) working on our emergency vehicles.
Chief Marra evidently did not accept the original response from the dealer and went to someone else. This is yet to be discerned.
Dean Correll wondered where the PD was on Monday night when fireworks were being let off. They were disruptive and dangerous. The chief said he would check into it and the mayor said that he went outside and saw the fireworks(?).
Police Chief said there was a recall on car number 2 and Tyler Mc. said that it was the black and white car from Windham-they couldn't agree on which car it was.
* After the meeting I went into Hal Lehman's office and asked him if he maybe should know how much the village debt was, who we owe, and what the collateral was, and how much money we have-he said yes, but maybe we should get that information form some auditor.
I tried to explain that that was his clerk's responsibility to supply that information and that seemed to scare him-he said that the council members should ask and I told him that they are his responsibility and he should tell them to ask if he didn't want to and he said "I wish I could".
What is wrong with these people?
Brady Lake Council meeting of July 9, 2014 the way I viewed it:
Meeting opened as usual.
Only absentee was R T Mansfield.
Disposal of minutes of last meeting, treasurers report, and bills to pay all disposed of with NO questions.
Audience: Members of the BL Woman's Club came and requested permission to correct erosion problem on Lakeview between the Ballis property and the rescue boat dock at the clubs expense. OK'd by all.
Dan Boyle said that he spoke with the executive supervisor of NAPA where Dan does business and NAPA is going to put a policy in place so that public records can be requested and accessed. He did apologize to the village for the confusion. He also said that No disciplinary action will be taken against the person who supplied the information because there was no fault there.
Sis asked the mayor and council to obtain a real Treasurer's report since the clerk refuses to do one or supply information to residents. I reminded them that the village was not just their little community at the council table but included all in the village, the people who they are supposed to be representing and had a every right to know the financial status of the village. Asked why bills are never read as at meetings in other municipalities. They argued that that was not how it was done. At this point Jill Correll, council woman said to the mayor "Isn't her time up?" The mayor agreed, end of discussion. NO ANSWER! Scarry what is representing us! (Or not representing us)
Mayor said hole filled in on South Pleasant (Carlson's street) and hot water tank fixed, ball field mowed, and "we" will start patching roads tomorrow. Still getting information on fire contract, possibly with Kent.
Clerk said the auditor is coming on July 21 but will only be there for a couple of days "Not like that last one" she said and gave her a too familiar little smirk, as if the un-auditable state was the Auditor's fault.
Marra said the month went real well with drug trafficking. One village family was cooking, and there was some coke and crack.
Bescoe asked if the property could be zoned commercial (Carson Park, I guess) for selling purposes. There has to be a varience from the residents and a public meeting mayor said.
Two fire trucks and one police car are down.
Adolph asked when the lake was going to be patrolled (for rescue he stated) and Marra said approximately two weeks.
Ordinances 2014-12, 13, and 14 were passed by all-Renewal of Recreation Levy-not sure of the contents of the issues, supposedly only a renewal.
Hopefully it won't be like the fire levy renewal that was passed in November of last year when the Fire Department will soon be gone.
Then they went into executive session for contractual purposes (they let it slip that it was to discuss BLV going to a Mayors Court)-I cannot imagine putting our fate in Hal Lehman's hands plus I didn't know he got a law degree.
Dan and I left.
*Please note that it is hard to follow these meetings because they do not speak to the audience but among themselves and it is obvious that a lot is discussed and decided outside of the regular council meetings.
The BLV Council Meeting minutes of July 23, 2014 as I observed them:
The meeting started a wee bit late because the private meeting before the meeting(somewhere outside of the meeting room) with the mayor, clerk, and solicitor lasted a little over a half an hour.
Regular meeting opened as usual. McElroy, Fire Chief, Mansfield, and Dean Correll were absent. All others present.
Disposal of journal of last meeting and bills to pay, O K 'd by all. No questions. Audience again had no clue. Mayor said Treasures report will be done at first meeting of the month as usual, it is never read verbally.
Audience: Dan Boyle advised mayor and council that once again, all public records requested were not received, that there is a law suit, and that it is costing the village in attorney fees, ours and theirs which is totally unnecessary if the clerk would do her job and supply requested public records as she is supposed to do. Nobody in the room seemed to care.
I asked what was the benefit of a Mayor's Court in BLV-the solicitor wanted to answer and basically he said "REVENUE for the village". (I think that I saw the clerk licking her lips!)
They are trying to re-zone the property formerly known as Carson Park for quick sale. I asked to be advised of that meeting so I could let others know since they don't.
Asked the police chief if he was aware of BLV boundries and BLPD jurisdiction and he said that the BLPD went out of the village as a mutual aid thing for the Sheriff's Office and that there was a mutual aid contract.(?)
Mayor said that the village ran out of patching material but were getting more and would continue patching roads.
Regular State Audit is in progress as per clerk.
New street signs are due in July as per mayor.
They went into Executive Session at 7:20 to discuss "Mayor's Court".
Dan and I left.
